Why are my wii remotes not working?

We have 4 wii remotes on two separate cradles. One set charges fine but the other two won't work at all. The red light is always on (not sure what that means) and the second you take it off the charger and try to turn it on the blue lights flash two or three times then it just quits. Why are these remotes not working?
