Question about my new kitten?!?

I think she may be in heat she's like 3--5 months old and her brother is twice her size so she's probably the runt. I was wondering when will she go into heat and what are the symptoms?! Don't want inbreeding or overpopulation already to many strays don't wanna add any more :)
