How can you tell if a book is library bound?

I bought a book from a library that was getting rid of old books. I was wondering if it is a library bound edition. It's hardcover with the book jacket around it, but it has that clear plastic wrap around the book jacket too. It says "reinforced binding" on one of the first few pages, that page that mentions the copy write info, etc.
